摘　　要：卫生事业性质是一个重大而复杂的问题:它不仅决定着卫生事业建设的方向和道路,而且决定着卫生工作的原则和方法;它是受多种因素影响和制约的,因而具有多种性质;如此多的性质不是平列的,而是有主次之分的。认真总结历史经验教训,深入研讨卫生事业基本性质与非基本性质之间以及各个非基本性质之间的辩证关系及其对策,对于贯彻实施新"医改"方案,建设名副其实的社会主义卫生公益事业至关重要。The characteristic of health is an important and complex problem. It determines health development orientation and health work＇s principles and methods. It is influenced and restricted by many factors. It has many characteristics including ordinate and subordinate ones. Health development history summary, the relationship between basic characteristics and other characteristics, and the relationships among other characteristics are important to promote and enforce new health reform.
