浅谈基于村社控制的边疆农村少年非刑罚处置

摘　　要：违法犯罪少年尤其是边疆农村少年的非刑罚处置是当前亟待研究的重大课题。虽然目前集中于城市及城镇地区的违法犯罪少年矫治和控制措施取得了成效,但对于边疆农村地区违法犯罪少年的非刑罚处置措施不论是在理论研究上还是在具体实践中都过于薄弱和滞后。本文在分析农村社区实施非刑罚处置措施可行性的基础上,对村社在边疆农村少年非刑罚处置中的行为监控、心理辅导、知识传送、联系反馈功能进行了探讨。The law-violations and crime teenagers especially the frontier rural area teenagers＇ penalty is the key subject currently.The measure of correctly curing and controlling to the law-violation and crime teenagers whom are centered on the city and town area has got effect,but the non-penalty to the frontier rural area is excessively weak.By analyzing the feasibility of village committee＇non-penalty,the article discussed the village community＇s function of behavior supervisory and controlling,mentality in dealing with tutors,the knowledge transference,connection couple back deeply,also measures of village community controlling mechanism and system.
