摘　　要：以黄河流域宁夏、内蒙古两自治区水权转换类建设项目为研究对象,在分析该类建设项目特点的基础上,提出除一般建设项目水资源论证时所关注的问题外,应重点增加水权转换出让方节水潜力和可转换水量的论证、取水权期限的论证以及水权转换效益的论证,确保该类建设项目取水的可靠性和可行性。Targeting at water right transfer projects of Ningxia and Inner Mongolia autonomous regions in the Yellow River Basin, common issues related to water resources appraisal during project construction are discussed on the basis of analyzing these projects feature. It is suggested to focus on appraisal of water conservation potential of water rights sellers and available transferred water, duration of water abstraction permit and water right transfer benefit. Finally reliability and feasibility of water abstraction of the project should be secured.
