摘 要:以实现全面建设小康社会为最终目标,立足两大视角,运用文献调研、专家访谈、问卷调查、对比分析等方法,界定了我国体育系统人力资源的性质、分类、功能与地位,对我国体育系统人力资源开发的方向与途径进行了研究。结果表明:目前,全国体育系统人力资源已建立了相对完善人力资源管理规章制度,已建立了较完善的人力资源开发中心等实体机构,初步建立了人力资源调研体系;我国体育系统人力资源总量严重不足,总体素质不高,人才配置不当,仍缺乏对现代公共部门人力资源管理理论的系统认知,人力资源的配置缺乏市场机制;探讨未来我国体育人力资源新需求及开发方向以及具体途径。In this dissertation, based on ultimate goal of entirely building up well-to-do society, focused on two visual angles, through using the method of literature, questionnaire, expert interview and contrastive analysis, the author defined the traits, classification, functions and status of human resources in sports system in China, and researched the direction and the way of human resources development in sports system in China. The result indicated., at present, the national sports system human resources development has established the relative consummation sports system human resources management rules and regulations, established entity organizations of sports system human resources development center, established the sports system human resources investigation and study system initially three big successful experiences, revealed 8 maior problems of sports system human resources development in China such as serious insufficient quantity, low quality, still lacked the cognition of the modern public sector human resources management theory system, forecasted new demands and the development direction of our sports human resources in the future and primarily put forwarded three series paths (macro-paths,mid-paths and micro-paths) 10 ways of human resources development of sports system in China.
