摘　　要：随着我国第三产业的迅猛发展,娱乐场所的数量、规模和经营方式都发生了巨大变化,娱乐场所出现了一些新情况、新问题;同时,国务院行政审批制度改革和取消公安机关对娱乐场所开业审核的规定,使得1999年7月颁布实施的《娱乐场所管理条例》不能适应当前娱乐场所管理的需要。2006年1月国务院颁布实施了新的《娱乐场所管理条例》,其中有五个方面的内容发生重大变化。公安机关治安管理部门应准确熟练地掌握新条例的内容,做到严格执法,准确执法。With the quick development of third industry in China, the quantity and scale of public place of entertainment has taken place great changes. Therefore, some new problems have arisen. At the same time, the reform of the state＇ s administrative examination and approval has rendered the administrative regulations of public place of entertainment promulgated in July of 1999 rather weak. In January of 2006, the new administrative regulations of public place of entertainment has been promulgated and put into effect by the Sate Council. Great changes have taken place in five fields. The public security organs should exactly keep abreast of new developments and strictly enforce the law.
