基于“高新区”的电子废弃物静脉产业发展模式探讨

摘　　要：电子废弃物具有数量庞大且环境污染性强,其中的可再生资源具有较高的经济价值,回收利用技术高等特点,我国的电子废弃物静脉产业存在着许多问题,包括回收再生市场混乱,回收再生技术落后,管理政策有待健全,国家对电子废弃物回收再生企业的扶持不足等,但是,各地的"高新区"在发展电子废弃物方面具有明显的优势,在技术方面,"高新区"的电子信息产业可为电子废弃物的回收提供技术支持;在物流方面,"高新区"往往既接近再生加工区,又接近电子产品消费区,可有效降低成本;在产业链方面,大多数"高新区"的产业布局有利于发展电子废弃物静脉产业;在企业品牌方面,"高新区"积聚了大量的世界知名企业,其环保责任意识较强。为了促进电子废弃物静脉产业的发展,我国应以法制形式建立和规范电子废弃物回收体系,以政策形式建立电子废弃物静脉产业的投融资渠道,以制度形式建立和扶持电子废弃物静脉产业发展的有效机制。The author points out that the renewable resources involved in electronic waste is of great economic value. There are some problems with China＇s vein industry for electronic waste, such as the low level of management and technology, the lack of support, and so on. But the regional ＂high and new tech zones＂ have great advantage in developing electronic waste in terms of technology, logistics, industry chain and brand. To promote the development of this vein industry, China should establish and standardize a recycling system for electronic waste, provide more investment and financing channels for this industry, and give more support for this industry.
