摘　　要：18世纪乌克兰哥萨克移民和俄罗斯族人移民给哈萨克斯坦带去了相对先进的生产力,成为哈萨克斯坦最初的"历史移民"。20世纪苏联时期来自其他加盟共和国的移民促进了哈萨克斯坦社会、文化进步和经济发展,也改变了哈萨克斯坦的民族构成,成为"新移民"的基本组成部分。20世纪90年代是哈萨克斯坦移民结构急剧变化的时期。哈萨克斯坦与中国在移民合作方面有着广阔前景,移民合作的基础是经济全球化、市场化趋势,是中、哈双边关系的互信和互需。哈萨克斯坦接收移民的制度趋于完善,使外来移民与本国人口发展战略相联系。随着21世纪初哈萨克斯坦经济进入高速增长期,移民结构进一步优化成为哈萨克斯坦政府面临的重要抉择。In the 18th century, Ukrainian Cossacks and Russians were the first ＂historical immigrants＂ in Kazakhstan. During the Soviet time in the 20th century, immigrants from the other republics became the new immigrants and greatly changed the ethnic structure in Kazakhstan, while being the great force in pushing forward the social, cultural and economic development. It was during 1990s that dramatic changes were seen in the migration structure of Kazakhstan. With the economic growth entering the fast lane at the 21st century, the Kazakhstan government would have to make decisions on how to optimize the migration structure
