摘　　要：简要描述了西宁、银川两项目市的医疗救助模式,然后对两地的医疗救助费用控制机制进行了评价。从救助对象的界定、预防保健、费用支付方式、社区首诊及双向转诊、救助方式和补偿渠道等方面进行了系统地评价。最后对机制存在的问题进行了综合分析,并提出改进措施。At first, this paper briefly describes the medical aid mode of Xining,Yinchuan, then appraisal the two cities, medical aid mode cost control mechanisms： the definition of aid objects, preventive health care, the payment of cost, community first treatment and double-direction transfer referenee,rescure mode, compensation channels . Finally, the paper comprehensive analysis the problems that exist in more respect and briefly put forward improvement measures.
