摘　　要：风暴潮是海岸带最严重的灾害之一,区域风暴潮经济损失评估对区域产业经济布局、区域风暴潮减灾防灾具有重要意义。文章对江苏海岸带风暴潮承载体的损失率进行了研究,并与其他区域进行了对比分析。在研究中鲜明地提出了风暴潮区域生态环境经济损失评估的概念,利用综合指数法结合感知器法对海岸带风暴潮经济评估和风暴潮灾度进行了探讨,并以江苏盐城海岸带为例进行了实例研究取得了较好的效果。研究发现,CIISSEL值能较好地反映风暴潮的区域经济损失状况,D值的大小可以细化灾度的级别。当前,风暴潮的经济损失估值难点在于受灾体损失率的确定,通过试验的方式是解决这个问题的办法之一。Coastal storm surge is the most serious disaster and the assessment of regional storm surges economic losses is of great significance for the regional industry economic layout, regional storm surge disaster reduction and prevention. In this paper, Jiangsu coastal zone of the storm surge bearing the loss rate was studied, and with other regions of the comparative analysis. In the study clearly put forward a storm surge of regional ecological environment assessment of the concept of economic losses, using composite index combined with the perception of Coastal storm surge and storm surges economic assessment of the disaster was discussed. The Coastal Zone as an example of Yancheng in Jiangsu a case study is achieved better results. Study found that CIISSEL can be used to better reflect the value of storm surges of regional economic loss situation, the size of D can be the level of refinement of the disaster. It is difficult to determine rates of economic losses of storm surges in the current, but it can be done through test the way to resolve this issue.
