军地卫生防疫力量联合组织指挥模式探析

摘　　要：本文介绍了卫生防疫队执行抗震救灾卫生防疫任务的基本情况,以及在牵头茂县卫生防疫责任区工作期间的主要做法,即:坚持紧紧依靠当地政府,充分发动人民群众,整合各级支援力量,发挥专家指导作用,精心组织、科学调度,形成了高效灵活、完整顺畅的组织指挥模式。由此得到的体会和启示是:在执行非战争军事行动卫勤保障任务时,必须坚持紧紧依靠地方政府和人民群众,必须坚持充分发挥军队力量的突击作用,必须坚持充分发挥专家的指导作用。The author introduced the main works of prevention of diseases and pestilence carried out by health - epidemic prevention team from Center for Diseases Prevention and Control of Chengdu Military Command in Mao County where was one of the most severe disaster areas caused by Wenchuan Earthquake and the main experiences of the epidemic prevention work. The basic methods were as follow ： to insist tightly on local government and mobilize thoroughly local people, to integrate all teams and bring expert roles into full play, to formulate valid plans and arrange reasonably tasks. As a result, the pattern of organization and command with high performance, agility, integrity and fluency was established. We obtained much enlightenment from above ： When we carry out un - war mil- itary medical support tasks in future, we must depend tightly on local government and people, insist thoroughly on vanguard function of military forces, and bring expert roles into full play.
