摘　　要：结合国外规划环评的做法和发展趋势,分析我国规划环评面临的局限性,提出应从提高环评人员专业水平、将最新环保理念渗透到环评报告中去等,才能提高环评报告的有效性,使规划环评真正成为规划决策的一部分。EIA law established the role of Strategic Environmental Assessment （SEA）. Based on the present situations and limitations of technical methods, some viewpoints were put forward from some aspects like improving the professional knowledge of people who carry out the SEA and the latest environmental demands involved in the SEA reports etc to improve the efficiency of SEA and make SEA a part of strategic decision truly.
