摘  要:黄河调水调沙在防洪治河、减淤方面已发挥了很大作用,仍有巨大潜力:①塑造洪峰加大输沙能力,特别是扩大河槽;如果水量稍多,还有适当扩充的余地。②减少中小流量,避免冲刷后的回淤及"冲河南、淤山东",但800~2 000m3/s尚有减少的空间。③保证必要的平滩流量,不能单靠冲刷,要维持一定的洪峰;蓄水量稍丰时,适当扩大平滩流量是有可能的。④尽管黄河下游河道有多来多排及多淤的特性,但平衡输沙才是输沙能力最大的。当然,全部都按平衡输沙是不可能的,如何安排,是值得具体研究的。The regulated discharge regime of the Yellow River has played a great role on the aspects of flood control,river harnessing and sediment reduction,but there still is enormous potentiality: a) to increase sediment transporting capacity,especially widen the channel through creating peak floods;there still is room for rational expansion if runoff is much.b) To reduce moderate and small discharges for avoiding backfill after scouring and 'scouring in Henan section and deposition at Shandong section',800-2000 m^3/s still has room for reduction.c) To ensure necessary bankfull discharge and a certain peak discharge,it can not only rely on scouring,it is possible to reasonably increase bankfull discharge when storage capacity is greater.d) Although the lower channel of the river has the characteristics of more incoming sediment,more desilting and more deposition,the balance of sediment transport is the maximum of sediment transporting capacity.While,it is impossible to conduct sediment transport based on the balance.It is worth specially studying on arrangement.
