摘　　要：本文借鉴生产有效性理论，构建管理有效性的概念及测算方法。管理有效性能够消除评价单元之间客观基础条件优劣对绩效评价结果的影响，真正反映管理者的主观有效努力程度。运用管理有效性理论对绩效进行评价其结果更为公平。This article profits from the production valid theory, the construction management valid concept and the reckoning method. The management validity can eliminate between the appraisal unit the objective foundation condition fit and unfit quality to the achievements appraisal result influence, truly reflects superintendent＇s subjective effective level of effort. Carries on using the management valid theory to the achievements appraises its result to be fairer.
