摘　　要：依法行政是我国法制建设的重要内容，是依法治国原则在行政领域的具体运用。由于《行政许可法》颁布时间较迟且具相对稳定性，而经常项目法规涉及面广并且其交易行为和管理目标具有多变性特征，因此，两者在细节上难免存在不吻合之处，导致实践中的具体操作发生细节上的偏差。本文总结了经常项目依法行政实践中存在的问题，相应提出加快经常项目依法行政建设进程的思路。The administration is legally our country legislative work important content,is rules a nation legally the principle in the ad- ministrative domain concrete utilization. Because ＂Administration Permitted Law＂ promulgates the time late also a relative stability,and but frequently the project laws and regulations affected area broad its transaction behavior and the management goal have the polytropic charac- teristics, therefore, both the unavoidable existence do not tally in the detail the place, causes in the practice the concrete operation to have in the .detail deviation. This article summarized the question which in the project legally administration practice exists frequently, proposed cor- respondingly speeds up frequently the project legally administration construction advancement mentality.
