摘 要:虽然日本旅游业在最近20年中先后遭遇到了"失去的10年"和全球金融危机的冲击,但由于日本政府采取了积极的财政政策以及鲜明的目标市场导向政策,同时注重旅游营销和软实力的构建,使日本旅游业面对经济萧条不仅转危为安,而且不断扩身强壮。而日本旅游业的健康发展对于弥补日本经济发展的资源瓶颈、拉动就业和刺激消费以及平衡国际贸易收支等起到了至关重要的作用。日本政府对待旅游业的积极态度和扶持政策值得借鉴和参考。The Japanese tourism industry has experienced a “Lost decade” and suffered the global financial crisis in the past twenty years. However, the industry has found a way out of depression and has become even stronger, as a result of the active fiscal policies and the target market - oriented policies, as well as the emphasis of tourism marketing and the strengthening of soft power. The development of the Japanese tourism industry plays a vital role in breaking the bottleneck of resources, stimulating employment and consumption, and improving the balance of payment. The positive attitudes and the supporting policies of the Japanese government have useful implications for China.
