摘　　要：流行的数据规划方法有一个"稳定信息过程"的要求,而这个要求在很多场合是难以达到的.根据James Martin提出的数据稳定性原理知,稳定的信息结构是普遍存在的.通过对信息系统的大规模失效现象分析,得出数据规划是其主要原因.提出了基于稳定信息结构的数据规划方法,这种方法具有广泛的适用性.This paper analyzed the large-scale aborted phenomena of the information system, which was mainly caused by data planning. The current popular data planning methods request the stability in the information process, but this request is hard to attain in a lot of situations. Therefore, this paper puts forward a data planning based on steady information structure. According to the ＂ data stability principle＂ put forward by James Martin, the stable information structure is widespread existence, as a result, this kind of method is of extensive applicability.
