摘　　要：石油在当今世界已经成为国家间竞相争夺的重要战略物资,素有"黑金"和"工业血液"之称。随着全球范围内对石油资源的争夺日益加剧,实施国际石油合作,共同开发石油资源已成为一种趋势。同时由于我国石油需求与自给之间的矛盾愈加突出,实施"走出去"战略开发海外石油资源将是我国一项长期而艰巨的任务。而国际石油合作项目的现场管理水平则是展示跨国石油公司竞争能力和进入国际石油市场的一枚重要砝码,因此需要国际石油公司给予充分的重视。Oil, known as 'black gold' or 'industrial blood', becomes important strategic materials in the present world that each country competitively fights for. As the fighting for oil resources is intensifying in the global range, the implement of international petroleum cooperation and the joint development of oil resources have become a trend. The conflict between oil supply and demand is increasingly standing out in China. It will be a long-term and arduous task for our country to implement a 'Going Global' strategy and develop oversea oil resources. On-site management level of international petroleum cooperation projects is an important weight for transnational oil companies to display their competitive ability and enter into international oil market, and therefore international oil companies need to pay full attention to it.
