摘 要:火电工程项目招标评审对选择最理想的工程投标方案具有重要的意义。现有的方法侧重于由招标者凭经验预先设定各项指标的权重值和评分值,再交由评审人员评价计算得出各投标方案的综合得分,然后按得分高低排序和选择,这种经验型方法人为干预较大、主观性强,可能会影响最理想的工程投标方案;应用德尔菲法和层次分析法相集成的评价方法,建立较为完善的火电工程招标评审综合评价体系,将经验型管理提升到科学型管理,从而确保工程招标评审的客观性和准确型,最后,以某火电厂招标评审为算例,验证了模型的合理性和有效性。Bid evaluation of power plant is great significance to choose the best bid scheme. First, the current method is focused on tenderee pre-establishes the weights and grades of the indexes according to his experience. Then, estimator calculates integrated bid score, Finally, tenderee ranks and selects the best bid scheme according to high or low score. Which experience-based method is being strong human intervention and subjectivity, may affect the best bid scheme; The paper creates the comprehensive evaluation index systems for power plant projects by using Delphi and AHP method, elevates from experienced-management to science-based management, and ensures accuracy and objectivity of bid. The model is proved rationality and practicability by putting it into a specific casestuly.
