摘　　要：我国现行遗属补助制度框架陈旧,碎片化严重,并且支付标准偏低,不能满足经济社会发展需要和难以实现抵御经济风险的目的。因此有必要将遗属保障社会化,建立社会遗属保险制度。结合我国实际分析,遗属保险制度是具有可行性的:在微观层面上可以操作,在宏观层面与我国经济社会发展水平相适应。The present Survival Subsidy can not meet the requirements of the socioeconomic developments, nor can it hedge the economic riskes, because of its unsuitable structure, fragmentation and security arrangement of low level. So it is necessary to establish Social Survival Pension System, spreading risks over the whole society. Considering the conditions of China, the Social Survival Pension System is feasible, microscopically operable, and consistent with the level of China’s socioeconomic development.
