摘　　要：行政程序是现代行政法的重要内容之一,相对于行政实体而言,行政程序具有其独立价值。行政程序的价值可以分为内在价值和外在价值两种,程序的内在价值是指程序独立存在的价值,主要包括公开价值、行政相对人权利保障价值、程序合理性价值、自由和效率价值;程序的外在价值是程序实现实体法的价值,包括秩序和公正价值。Administrative procedure is regarded as a major content of administrative law. Compared with administrative entity, administrative procedure is of independent value which consists of intrinsic and extrinsic worth. Intrinsic worth is referred to the independent value of the procedure itself, including public value, value of right - safe- guarding for the private party＇s rights, value of procedure rationality, value of freedom and efficiency ; extrinsic worth is referred to the value of procedure entity, including order and justice value.
