摘　　要：重塑行政诉讼观念文化已经成为我国行政诉讼制度现代化的关键点之一。行政诉讼观念文化的重塑是一项复杂的系统工程。应在培育其观念基础之上,实现行政审判的独立与公正,这就需要重新审视中西方诉讼文化,并进一步健全行政诉讼制度体系,等等。Rebuilding the administrative litigation thought culture has becomes a key point for the modernization of administrative litigation system. And the rebuilding task is a complex and systematic project. Based on fostering adiministrative litigation notion, it is essential to realize administrative trial＇s independence and rights, which also need us re-examine the sino- west administrative litigation culture, further perfect administrative litigation system, etc.
