摘　　要：解决高校学生管理纠纷有三种方式可供选择:行政申诉、行政复议和行政诉讼。在实践中,要更新原有的"申诉"概念,以新的"行政申诉"代替"校内申诉",以"行政复议"代替原有的"行政申诉"(向教育行政部门的申诉),完善行政申诉制度,实行行政复议制度,确立行政诉讼制度。There are three ways for choice to resolve the conflicts by universitie＇s management on students： the administrative appealing, the administrative reconsideration and the administrative litigation. The article insists changing the old concepts. The new administrative appealing should take the place of the appealing to the universities. The administrative reconsideration should take the place of the old administrative appealing （or the appealing to the educational administrative organizations）. The article argues to improve the administrative appealing system and carry out the administrative reconsideration, as well as establish the administrative litigation.
