摘　　要：揭示了湖南省耕地存在污染、土壤酸化、水土流失严重,地力及高产田面积下降,补充耕地质量差等问题;从确保粮食安全、农产品质量安全及建立耕地质量管理长效机制等方面阐述了出台《湖南省耕地质量管理条例》的重大意义,并分析了该条例的主要创新与突破。In this article the problems of soil pollution, acidification, erosion, decrease of soil fertility and area of the high-yielding land, and reserved land resource for cultivation in poor quality in Hunan Province were discussed. And then the great significance to release the Administrative Ordinance of the Cultivated Land Quality in Hunan Province was explained based on the food security, the quality security of agricultural products and the long turn administrative mechanism of the cultivated land quality, and the legislative characteristic of this ordinance was also discussed.
