摘　　要：十七届三中全会提出建立健全土地承包经营权流转市场,发展多种形式的适度规模经营。通过对温州市鹿城区农村土地流转的现状进行调查,分析其存在的普遍性问题及制约农村土地流转的根本因素,提出促进农村土地流转的若干对策建议。Established perfect land contract management right circulating market and developed various forms of moderate scale management were proposed by the third Plenum of the 17th CPCCC. Though investigating the situation of rural land circulation in Lucheng area of Wenzhou City, the paper analyzed the universal problems and basic factors of restrict rural land circulation and put forward some countermeasures.
