城乡统筹下的新农村建设规划的探索——以厦门市三个试点村为例

摘　　要：城乡统筹是城市和农村"双赢"发展的有力保障,全面解决好农村建设发展问题,应当关注农村的主动城市化和被动城市化两种模式,根据"以城带乡统筹规划"的基本思路,对城乡空间发展进行统筹布置,创新性地提出厦门市农村村庄发展路径上的五种类型,并针对每种类型进行科学分析,强调对非城市建设用地内的农村发展实行整体规划,采取旧村改造与新村建设并举的农村空间发展模式,实施农村"金包银"等建设工程,不仅改善了人居环境,还解决了被征地农民的生产生活出路问题.Integrated overall planning of urban and rural development is a guarantee for urban and rural mutual progress. Attention should be paid to the passive and active rural urbanizations in the spatial develop- ment and exploration concerning the rural construction and development. Following the strategy of urban help- ing rural overall planning, this paper proposes five types for rural area development in Xiamen, giving each an analysis, which include emphasis on land for non-urban constructing purpose, a mode of old village renovation joining new village construction, and the silver circling gold construction project. The proposal will improve the living environment, and provide job opportunities for farmers whose land has been taken.
