摘　　要：论证了高校创新行为具有显著的权限非对等性,并认为高校创新行为具有显著的权限非对等性是造成高校创新及保护问题的主要原因,以高校知识产权保护问题为例,进行了对等性调节问题研究。This paper has expounded and proved that college innovation behavior have notable non-reciprocity of limits of authority.It considers that college innovation behavior has notable non-reciprocity of limits of authority is the major reason that causes college innovation and protects problem,it has carried out equalness regulation problem research, for instance of college intellectual property protects problem.
