摘　　要：当前的村级组织面临中青年干部断层、提供公共品的能力不足、村干部与村民间的关系变得疏远等问题。这主要是由于在新农村建设的过程中对村级组织的重视程度不够造成的,解决这些问题,需要将新农村建设的思路从农民本位转变为村庄本位。There are several baffling issues in the present village level organization： the chain Iracture ot management personnel, incompetence in providing public service and the alienating of relations between the officials and the villagers. Such issues occurred during the building of new countryside while ignoring the organizational construction.
