浦东新区“功能区域”的管理体制与运行机制

摘　　要：在简要回顾浦东新区综合配套改革试点相关背景的基础上,对其"功能区域"体制的发展现状进行总结。随后从"区域属性与行政级别"、"职能定位与统筹力度"、"区镇联动与区镇合一"、"发展模式与未来走向"四个层面分析了"功能区域"体制的运作特征及其存在问题。认为要充分肯定"功能区域"管理体制的创新意义;继续完善功能区域推进经济和社会同步发展的统筹机制;进一步明确功能区域的职能定位与法律地位;科学规划功能区域的未来走向。Based on a brief introduction to the context of reformation experiments in Pudong New Area of Shanghai, this article summarizes the status of the functional area system of it from the perspeetives of territorial composition, regional development level, functional layout and leading tasks. In addition, the characteristics and existing problems of functional area system are analyzed from four different aspects respectively, i.e. the attributes and administrative level, functional reorientation, mutual interaction or integration between functional area and towns, and development or evolution mode in the future. Finally, it is put forward that the innovation significance of functional area system should be recognized, and synchronization mechanism between economic and social development should be advanced persistently. Furthermore, the functional reorientation of functional area in the future can＇ t be ensured without favorable legal circumstances and scientific institutional design of the innovative system.
