摘　　要：针对辽宁省作为重要的老工业基地,技术创新能力不强、装备落后等问题,研究产学研角度下辽宁省科技创新体系建设,从辽宁省产学研合作环境、合作动力、创新绩效等方面分析,认为辽宁省技术创新体系构建缺失的原因主要集中在行政干预过强、合作层次低下、合作平台缺失等问题,最后提出政府职能转变、打造产学研合作平台、营造有利于合作的软环境等政策建议。Liaoning Province is an important old industrial region in China, however,weak technological innovation and backward equipment has always beseted the revitalization of old industrial bases of Liaoning Province. Through the analysis of Liaoning industry-academy cooperation environment, the main reason of lack of innovation system building focuses on too much administrative intervention, low level cooperation, lack of cooperation platform, etc. And at last the analysis also gives some constructive ideas to technological innovation system of Liaoning Province such as transforing government functions,building co-operation platform and creatting a soft environment conducive to innovation, etc.
