我国大型体育赛事场馆设施投融资现状及其市场化改革  

Present Condition and Marketalized Reform of Investment and Financing of Stadium-Gymnasium Facilities for Large-Sized Sports Competitions in China

摘　　要：采用文献资料和问卷调查等研究方法,就我国大型体育赛事场馆设施的投融资问题进行研究。现状主要表现为:融资需求大、投入严重不足,投资主体、资金来源和融资方式单一,投资效率低和场馆设施运营、维护投入严重不足等;主要由传统投融资体制的影响、政府的意识落后和场馆设施自身的特点等原因造成。改革的方向应是政府主导下的市场化运作,并就其改革的理论基础、现实可行性进行分析。改革思路为:场馆设施投资主体的多元化、融资方式的多样化、资金来源的多渠道和运作的市场化。Using the research methods of literature, questionnaire etc., it did research on the issue of investment in and financing for the stadiumgymnasium facilities for large-sized sports competitions in our country. The present situation is mainly expressed as： the demand for financing being great, the investment being extremely insufficient, the subjects of investment, the source of funds and financing manner being all single, the efficiency of investment being lower and the investment in operation and maintenance of stadium-gymnasium facilities being conspicuously insufficient etc., which are caused mainly by the affection of traditional investing and financing system, the out-of-date of government, the characteristics of stadiumgymnasium facilities themselves and so on. The reformatory direction should be the marketalized operation under the guidance of government and it＇s necessary to make an analysis of the theoretical foundation and practical feasibility of the reform, while the reformatory train of thought should be pluralization of investing subjects of stadium-gymnasium facilities, diversification of financing manners, multi-channel of source of funds and marketalization of operation.
