摘　　要：运用文献资料等研究方法,对上海市体育行政部门的角色定位和政府职能转变的方向及路径进行研究。认为:上海市体育行政部门应合理确定体育的类别和划分标准,实行分类管理;逐步实现政事分开、管办分离;推进体育社团实体化改革;加强体育公共服务;大力培养体育中介组织,建立、健全体育经纪人制度。The research methods of literature etc. were synthetically used to do research on the location of role and the direction and channel of government function transformation of Shanghai sports administrative departments. It believed that Shanghai sports administrative departments ought to rationally determine the classification and classificatory criterion of sport and carry out classified management; gradually realize the separation of government affairs with business and governing with running; push forward the substantialized reform of sports social groups; strengthen public service of sport; foster sports intermediary organizations with great exertion, establish and improve sports agent system.
