中小企业与河南农村剩余劳动力转移问题研究

摘　　要：改革开放以来,伴随着广大农民进厂、进城的脚步,河南省农村剩余劳动力转移取得可喜成绩。但由于河南省农村人口基数大等原因,河南省剩余劳动力转移问题仍然没能有效解决。研究认为,中小企业是目前农村剩余劳动力的蓄水池,是农民工就业主渠道。政府部门应该加大力度,扶持和发展本地中小企业;鼓励广大返乡农民工创业;培育新的经济体。Since the reform and open policy was implemented, Henan Province has made encouraging progress in the shift of rural surplus labor force with more and more rural laborers going into factories in towns ＆ cities. But due to its large basic rural population, among other things, the problem of shifting rural surplus labor force still remains to be solved effectively. The paper believes that small and medium-sized enterprises are still res- ervoirs of the present rural surplus labor force and the major channels where rural laborers get employed. Therefore the government should go to great lengths to support the development of local small and mediumsized enterprises and encourage rural laborers back home to start their own undertaking and cultivate new economies.
