摘　　要：行政决策系统是一个由决策生态核、决策内生态和决策外生态三个关系圈层所构成的复杂生态系统。行政决策内生态包括"三层面七要素",在整体系统中居于中枢传递性的关键位置。通过发挥和利用决策内生态系统及各要素的系统共振、民意博弈、群协同、流程再造等优化效应,影响并推动决策者作出正确决策,进而影响和作用于外生态要素的优化,实现决策的科学化、民主化和制度化。From the perspective of ecology, environmental factors which influence the administrative decision - making, constitute the eco - system of itself. In the whole eco - system, the inner eco - system in administrative decision - making is located at the central position and constituted by ＂three levels and seven elements＂. So, it is very important and necessary to optimize the inner eco - system of administrative decision - making . The fundamental purpose is to play the effects of system resonance, public will game, group synergy and process reengineering, and to achieve the scientific, democratic and institutional administrative decision - making.
