摘　　要：行政法学的研究核心是行政权力,行政法学领域基础概念行政关系和行政法律关系的研究也避不开行政权力。行政权力的法律属性决定了行政关系和行政法律关系也必然同属法律关系范畴。因此行政关系和行政法律关系的关系应变更为:行政关系是行政法律关系的前身,行政法律关系是行政法继续调整行政关系的结果,是一种"法律关系"的法律关系。Administrative power is the center of the research of Administrative law. Administrative relationship and legal relationship of administration which are two fundamental conceptions of Ad- ministrative law can not leave Administrative power. The character of Administrative power de- cides that administrative relationship and legal relationship of administration belong to legal rela- tionships. And so, the relationship of administrative relationship and legal relationship of adminis- tration is that administrative relationship is the former of legal relationship of administration, and legal relationship of administration is the latter of administrative relationship, and legal relationship of administration is the result of the regulation of administrative law. That is to say legal relationship of administration is a legal relationship of legal relationship.
