重庆直辖10年区县经济差异及协调发展

摘　　要：根据1997—2007年数据,采用区位商、库兹涅茨比率及层次聚类法对重庆市40个区县进行了综合评价。1997年以来,全市大体可划为4个经济发展类型区:快速发展的发达区、稳定增长的次发达区、快速上升型的中等发达区、低水平的欠发达区,同类地区之间经济差距在逐步缩小,而不同类地区间经济差距小幅扩大。总体结论表明,都市发达经济圈、渝西经济走廊、三峡库区生态经济区内部的经济差距在缩小,但3大区间的经济差距并没有随着重庆直辖而逐步缩小,呈现出扩大的趋势。此外,从经济文化基础、环境承载力及政府区域发展政策的差异等方面进行了成因分析,亦提出了相应对策,即放大政策效应和创新体制机制,建立对口支援长效工作机制、统筹区域发展,缩小地区间经济差距,扶持龙头产业和特色产业,构建完善基础设施支撑体系。Based on the data from 1997 to 2007, this paper tries to make a comprehensive evaluation of 40 districts in Chongqing by using economic location quotient and Kuznets ratio. Since 1997, the city has been subdivided into four economic regions, i.e. developed area with rapid development, sub-developed area with steady growth, moderately developed area with rapid increase, and less-developed area with low levels. The Differences reveal the space characteristics of each district in that the economic differences within same zone are narrowing , while the differences in the different zones are expanding. The results shows that the interior difference of the developed Metropolis, the economic corridor in West Chongqing and the ecological economic zone of Three Gorges reservoir is narrowing. But the interregional gap of the three areas is expanding rather than narrowing. At last, this paper aims to make further analysis of the main causes for the economic and cultural foundation, the environmental loading capacity and the Govcrnment＇s regional development policy, and put forward some countermeasures.
