摘　　要：探讨了肯尼迪政府第二次柏林危机政策的形成过程,认为这一政策是对美国传统政策因袭与微调的结果,既没有偏离美国的外交传统,又打上了肯尼迪个人思想的烙印。Kennedy administration formed its own poli- cy of the second Berlin crisis which claimed that US must seek for negotiation with Soviet Union by keeping military pressure. On the one side, this policy didn＇t deviate from the tradition of the US＇s foreign policy, on the other side it marked by Kennedy＇s view.
