摘　　要：在系统分析现代战争对地方船员素质要求的基础上,建立了战时船员军事综合素质评价指标体系,采用模糊综合评价方法对船员的军事综合素质进行评估,可为战时组织实施地方船员动员提供理论指导和参考价值。On the base of analyzing the diathesis requests of the local sailors in modern war, the paper establishes the evaluation index system of sailors＇ military integrative diathesis in the war, and evaluates the sailors＇ military integrative diathesis by fuzzy comprehensive method, which can provide theory guidance and reference value for mobilizing local sailors in the war.
