摘　　要：农村医疗保障制度是我国医药卫生体制改革的改革重点之一。在市场经济体制下,农村医疗保障制度中农民、医疗服务提供方和管理机构三个行为主体变成了相互独立的三角利益交换关系。应当如何看待三方的利益博弈,分析三方的行为模式,处理新形势下不断出现的新情况,将会成为新医改从经济向公益转化的成败关键。The country medical insurance system is one of the reformation priority in healthcare reform. In market economy system, peasants, providers and administration have became mutually independent triangle benefit exchange relation. How to treat trilateral benefit gaming, analyze the behavior pattern, handle the new condition appearing under new circumstances.
