区域市场发育与区域经济协调发展研究

摘　　要：本文认为,经济体制改革促进了我国区域市场初步发育。但是,由于旧体制的阻碍和通货膨胀的困扰,区域市场的结构和功能有所错乱,对于区域经济发展产生了积极作用和消极作用并存的现象。文章分析了引起我国区域市场发育不良的基本原因,提出中国政府应从六个方面推进区域市场发育,实现区域经济的协调发展:1、搞好治理整顿,改善宏观经济环境;2、改革财政包干体制,消除封锁、分割市场的权力主体;3、培育企业集团,活跃区际贸易;4、改革价格体制,调整区际比较利益关系;5、发展“条”、“带”经济网络,加强区域横向经济联系;6、改善区域政策,增强中央政府对区域市场的宏观调控能力。The thesis holds that economjc structure Reforms ptomoted the preliminary growgh of region-al market in China. However, the structure and function of regional markets have been perplexedby the obstruction of the old system and the bother of inflation, and the development of regionaleconomy showed its positive and negative roles. It analyses the essential reasons of leading to hy-poplasia of regional maikets in China, and puts forward that the Government should promote thegrowth of regional markets as the following six fiesdxds: 1). to well carry out the policy of im-provement and rectification, and perfect the macto-economic environment; 2). to reform the fi-nancial contract system, and eliminate the powerful main body of locking and splitting markets;3). to develop enterprise groups and enliven the trade among the regions; 4). to reform the pricesystem and adjust the contrasting interest erlation among the regions; 5). to develop 'vertical'and 'zonal' economic network and strengthen the across-ward nomic connection amony theregions; 6). to perfect the regional policies and strengthen the state's macro-control to regionalmarkets; gradually realize the coordinate development of the regional economy.
