摘　　要：三鹿奶粉事件暴露出我国产品质量监管制度设计的缺陷,从管理学意义上说,就是"以评代管"取代了"以评促管"。造成类似事件的原因是从事产品质量监管的政府工作人员,尤其是制度的设计者,以人为本和为人民服务的理念、宗旨淡薄,对市场经济条件下政府的角色定位及管理方式选择失当,亟需转变管理理念,找准角色定位,改革监管制度,重塑政府形象。The incident of Sanlu＇s milk powder has exposed the flaw of the monitoring system ol China＇s product quality. In the sense of management, it is that ＂replacing management by evaluation＂ substitutes ＂promoting management by evaluation. ＂ The cause is that government supervisory officials, especially the system designers, neglect the idea and tenet of people--oriented and serving people, and under the condition of market economy, the choices of the role orientation and the management methods of government are misconduct. It is urgent to change the management philosophy, find the role orientation correctly, reform the supervisory system and remodel the image of the government.
