摘　　要：我国水资源是一种公共资源,在不加干预的情况下,用水或排污部门以自己利益最大化,造成流域水资源的"公地悲剧"。本文分析了水资源的"公地悲剧"及解决途径,其分析方法与结论对流域水资源的可持续利用战略具有十分重要的参考价值。The water resources are public resources in our country.'Tragedy of The Commons' of basin water resources is caused by the benefit maximization of water users and pollution discharge unit without intervention.The paper analyzes the tragedy and puts forward solving ways.The analysis method and conclusion have important reference value for the sustainable utilization of basin water resources.
