摘　　要：本文试图从行政法史的角度挖掘清代盐政中的一些公法问题。通过分析"盐引"和"盐票"的法律性质,笔者将其界定为带有行政许可性质的营业权先前完税许可。而清代的盐官管理制度、盐课考成与引票核销制度,对我国当今的盐业专营制度改革有着深刻的启示。This article attempts to explore the Salt Law from the Angle of history of administrative law. Through the analysis of legal property of ＂lead＂ and ＂the ticket＂, the author will define the nature of administrative licensing for with the right business tax permission previously. And the Qing Dynasty system of the Salt Administrative Management is worthy using for reference to the profound reform revelation in our current Salt Law.
