摘　　要：筹资是农村合作医疗运行的先决条件,也是农村合作医疗持续运行的关键,然而筹资问题一直困扰着我国农村合作医疗的发展。筹资制度不合理是传统农村合作医疗衰落、瓦解的主要原因,筹资困难也是我国重建农村合作医疗制度最主要的障碍之一。因此可以借鉴国外农村医疗保障筹资的经验和国内试点地区的成功经验来完善我国农村合作医疗筹资制度,确保农村合作医疗的持续健康发展。It is the precondition that Cooperative Medical System operates to raise funds, and it is also the most important key point to make the system move continually. However, the financing question has been puzzling the development of Cooperative Medical System all the time. Unreasonable financing system has been the essential reason which results in the traditional Cooperative Medical System collapses. The difficulty of financing has been one of the main obstacles in reconstruction Rural Cooperative Medical System. Therefore, perfecting our Rural Cooperative Medical System can take examples from advanced experience about foreign and domestic experimental unit in order to ensure Rural Cooperative Medical System developing healthily and stably.
