论政府在解决科技创新体系“系统失效”中的行为

摘　　要：积极推动科技创新体系建设意义深远。我国科技创新体系存在明显的"系统失效"。推进科技创新体系建设,解决其中的"系统失效",政府需要担负不可推卸的责任。在发挥"政府替代"功能的同时,要防止"市场失灵"和"政府失败",积极构建服务型政府是解决科技创新体系"系统失效"的必然选择,这以善治为基本取向。It has a far-reaching significance to promote actively the system construction of technological innovation. There is obvious ＂system failure＂ in China＇s technological innovation system. To promote the system construction of technological innovation and dissolve the ＂system failure＂, the government needs to shoulder the responsibility. In playing a role in ＂alternative＂ function at the same time, the government should prevent ＂market failures＂ and ＂government failure＂. It is the inevitable choice to actively construct service-oriented government for solving ＂system failure＂ in the system construction of technological innovation.
