摘  要:在当今中国农村,农村劳动力文化素质普遍偏低,转岗技能普遍缺乏,这些情况制约了农村劳动力转移的规模与速度,也制约了转岗层次的提高,因此政府应尽快完善农民工转移培训的政策法规体系,建立多元化的农民工培训投入机制,用人单位采取相应的措施增加有效供给,培训机构尽可能降低收费,吸纳尽可能多的人参加培训,从而使农村劳动力的文化素质大大改善,顺利实现转移就业,促进城乡经济的发展。In current rural areas of China, farm laborers' cultural quality is in a low level, and they are lack of skills for profession transfer, which restricts the scale and speed of rural labor transfer and the improvement of its level. Therefore, the government should perfect the policy and law system of the training for farmer transfer as fast as possible, and establish a diversified input mechanism for farmer transfer training. The employing unit should take relative measures to increase effective supply, and the training organizations should decrease the fees as possibly as they can. In this way, more people can be involved in training, and the cultural quality of rural laborers can be greatly promoted, so that transfer employment can be realized, and the development of urban and rural economy can be improved.
