党代表任期制与党内民主制度的创新发展

摘　　要：《党代表任期制暂行条例》是顺应加快推进党内民主建设,着力提高党的执政能力和执政水平这一历史要求而郑重出台的。它的颁行是党的十一届三中全会以来党内民主建设和发展的合乎逻辑的必然结果,必将对党内民主理论和实践的继续前进产生强大推动力。党代表任期制的有效实行和继续完善,仍有待于党代表的选举产生、党代表的权利职责以及对党代表的监督等理论及实际问题的厘清和解决。Provisional Regulations on the Tenure System of Party Representative is published to meet the historical demands of boosting inner-Party democracy and enhancing the administrative capability and proficiency. Its publication, resulting from the logic development in inner-Party democracy since the Third Plenary Session of the Eleventh CPC Central Committee, is bound to offer further impetus to the theory and practice of the inner-Party democracy. The implementation and improvement of the Regulations will depend on the resolution of such theoretical and practical issues as the election of the Party reps, the droit and duty of the Party reps and the supervision over the Party reps.
