摘　　要：采用比较分析等方法探讨农村基础设施建设这一新农村建设的重点,认为目前农村基础设施养护机制的不健全已严重影响了农村基础设施作用的发挥。农村基础设施养护机制不健全的主要原因在于农村基础设施养护上市场失灵和政府失灵的存在,只有克服这种双重失灵,才能建立符合新农村建设需求的农村基础设施养护机制。Now building new -typed rural area is the emphasis on basic rural construction. But the weak maintenance mechanism has influenced the exertion of basic rural construction. The ultimate cause lies in the government failure and market failure in the maintenance mechanism. So the maintenance mechanism of basic rural construction that accords to the demand of building new - typed rural area can be established only by overcoming the double failures.
