摘　　要：平等自由、民主法制、公平正义和人的全面自由和谐发展,是公民社会核心文化价值观的集中概括,它规定了公民社会中人性、道德、劳动的善恶内涵,"恶"是人的低劣品质和负向劳动的表现,"善"是人的优良品质和正向劳动的实践。实施公民人格的文化养成教育,完善社会统治的制度管理和制度奖惩,推进正向劳动的理性自觉,保障公平正义的实现,促进人和社会"善"的存在与发展,是促进人科学发展和社会和谐发展的重要战略选择。Equality, freedom, democracy, legal system, justice and human＇s harmonious development are the centralization of core culture＂ in the society of citizenship, which stipulate the meanings of human nature, morality, good and evil values on labor. ＂Evil＂ is negative to labor and＂ good＂ is active to labor. To carry out the cultural cultivation of civil personality, to perfect social rewards and punishment, to promote the consciousness of labor, to guarantee equality and justice, and to have a＂ good＂ existence and development are the most important choices.
