摘  要:基于漳河灌区1973—2006年34年的灌溉用水、作物种植、气象等资料,确立并计算了灌区运行管理水平综合评价指标的长系列值。采用主成分分析法进行漳河灌区运行管理水平综合评价,得到各年份的综合评分及其变化规律,从影响综合评分的主要因素出发分析了原因。结果表明,反映灌区经济效益和节水工程状况的指标对灌区综合水平的提高有较大正贡献率,而反映灌区水资源利用率的指标对其有较大的负贡献率。漳河灌区运行管理水平综合评分随时间上升,并且逐渐趋于平稳。Long-series value of comprehensive evaluation index of operation and management performance of irrigation district is calculated and defined, on the basis of the irrigated water consumption (1973-2006), crop plantation and meteorological conditions etc. Principal Component Analysis Method is employed for comprehensive evaluation of operation and management of Zhanghe Irrigation District, which helps to conduct comprehensive assessment and obtain rule of changes of each year and find key factors influencing the assessment. The result shows that economic benefit and water-saving irrigation technology have obvious positive contribution to the improvement of the management performance; while the factor representing water use efficiency rate of the irrigation district has negative contribution. The comprehensive assessment of management level of Zhanghe Irrigation District has been gradually enhanced and the level tends to be stabilized.
