摘　　要：从建设和谐的社会保险制度视角,分析了新形势下我国社会保险制度面临的新问题及实行社会保险全国统筹面临的主要障碍。在对国外经验及启示深入分析的基础上,提出从体制、法制和机制等方面构建我国社会保险全国统筹的制度体系新思路。With the purpose of building a harmonious social security/insurance system, the paper analyzed the corresponding problems under the new situation and the major obstacles in the way to the overall implementation of the system. After an in-depth analysis of foreign experience and inspiration, guidelines are put forward in the paper in terms of institution, legislation and mechanism in order to push ahead with the reform of the security system.
